Combos, combos and more combos are the only way to deal with this level. The spawners will block the board with marmalade and the chocolate machines will do the same with chocolate. You can't prevent the chocolate completely, but you can stop the marmalade by destroying the spawners.
Stripe/wrap combos are one of the best combos to use, in the right position they will hit the spawners and the fishing float thus giving you lots of fish and at the same time hitting the spawners. The fish will hit the spawners as well as the lucky candies so the sooner you get rid of the spawners the sooner you will get the fish going where you want them.
The priorities for the fish seem to be first the spawners, then the lucky candies and finally the licorice. For this reason it's a good idea to clear the spawners.
Another good combo is a double colourbomb combo, this will clear all the chocolate and marmalade, hit the spawners, change the lucky candies and collect any licorice.
