Hints and tips showing how to pass level 4362 Candy Crush Saga without boosters by Cookie
Level 4362 Candy Crush Saga is an orders level, you have to collect yellow candies to complete the level. The yellow candies are provided by the lucky candies in the bottom half of the board.
You need some colourbomb combos to have any chance of completing the level. There are just enough lucky candies to get the orders so every one has to be changed and collected. A lot of the lucky candies are hiding behind licorice which can make it hard to get to them.
Wrapped candies are good for getting through the licorice and once it is out of the way it will be much easier to get to the lucky candies and yellows.
Using the fish.
The fish from the fishing floats can be very useful, but not usually for clearing the yellow candies. The fish have a strict order of candies that they will target and you need to know this order if you want to make use of them.
First the fish will target the lucky candies, next they will target licorice, when there is no licorice or lucky candies they will target special candies and finally, if there is nothing else to hit they MIGHT target a yellow candy. So you can't rely on them to collect yellow candies for you but they will set off a special candy which may be in a position to hit any yellows.

Several fish, no other targets, four yellow candies remaining. They targeted plain candy. Totally rigged.

Rough level. The tips by Cookie and the comments here are accurate. I entered with nearly full boosters, still was way short of yellow candies when I ran out of moves, the 2 by 2 fences and licorice really restrict you. I made as many special candies as I could, combined them when they didn't mysteriously self-detonate thanks to a random cascading action. I luckily got a +5 moves three times after running out of moves by watching an ad, and still was 2 yellows short. My second attempt, I added all three boosters (color bomb, stripe/wrap, and lucky/check mark candy), and focused on making combinations to clear the blockers and convert the lucky candies (then collect the yellows) more than hitting the fickle floats. I was able to clear it by adding the boosters and prioritizing the blockers, lucky candies, and collecting yellows ahead of hitting the fish floats (once the blockers are cleared and lucky candies converted, the fish don't target yellow candy unless you have a special near them that will hit them, as described by Cookie and in some of the comments here). Been stuck here for a while, every now and then i would try the boosters - sprinkle, striped/wrap, and check. To no avail, until this last time, when after about five moves there were no more matches, the board reshuffled and all the yellow and future yellow were now totally accessible! So stop wishing for a lucky board.....Wish for a crap one that needs reshuffling! Hahaha!

I play on Android and cannot reset without losing a life so that tip doesn't work for me. Tried everything I can think of and still keep coming up 1 or 2 yellows short. Lucky board please.
Nasty level!! Just got through by winning 15 extra moves on the wheel and I still had to use a hand switch to get 2 CBs together on the very last move! Glad to be done with this level. Impossible without boosters and luck. No skill needed!!😣

Rediculous Level. Where did all the colour bombs and lucky candies come from in the video? I’d be lucky if one colorbomb appears in my game. This definitely fixed by King and I do not appreciate being used in this way. No skill required whatsoever. At the mercy of King. I’m out!

Agree with anonymous 22 april 2019. Key to this level is a crap board that needs reshuffling. After reshuffle the yellow candies get into the main part of the board and it all gets easy.
I've got no boosters and can't make any useful in the game. I need a ✔candy!
I only needed to get the last 3 yellows I had on the board so I used my one and only UFO. Stupid thing didn't even go near the yellows. So I lost my UFO and didn't get the yellows. Stupid.

Video is very much out of date. Far less moves. Fish added as obstacles to be destroyed. Very hard. Not much fun.
I have to get 16 yellow candies & 10 pink fish it's not the same game anymore, with 14 moves come on this is not fair give me more moves please candy crush
