Level 1209 Candy Crush Saga is a jelly level, you have to clear all the jelly to complete the level. There are lots of toffees and cream blockers covering some of the jelly so these have to be cleared to get to it, using up valuable moves.
Try to work as close to the bottom of the board as you can, although this is tricky at the start. Once the board begins to open up you can look for ways to make special candies and combos to help with clearing the board. Fish are easy to make and can be switched with a stripe or a wrap to clear more blockers and jelly, but they are not much help on their own so don't waste moves on them, just let them swim when they are caught in cascades.
As always, check the whole board carefully before every move so you don't miss any chances to make the special candies and combos you need.
