Hints and tips showing how to pass level 4519 Candy Crush Saga without boosters by Cookie
Level 4519 is an orders level, you have to collect waffles and candy curls to complete the level. The waffles will begin to drop as you collect the keys, so this needs to be done quickly. The waffles drop from the dispensers at the top so as the licorice is unlocked and cleared the waffles will begin to drop and you will be able to clear them.
The most difficult things to collect are the candy curls. If you can make a double colourbomb combo this will collect them, otherwise you need to unlock all the licorice and clear enough so that you can hit one of the yellow stripes with a stripe or a combo. Simply hitting one of the yellow stripes will set off all the stripes and clear the candy curls, job done.

I won on my first attempt, did not utilize a double color bomb combination. I built a color bomb + wrapped candy combination, with many candies of that color next to the right most fenced in column, which detonated that column, then opened things up to systematically collect the first group of keys, and reduce the licorice between the second group of keys, then matched the keys manually, which opened up the striped yellow candies. I made more special candy combinations, which eliminated enough of the licorice blockers and collected much of the waffle requirement, opening the top enough for a striped + wrapped candy combination to kick off the yellow stripes, collecting the candy ribbons. It was then easy to finish off the waffle requirement with a few moves to spare. This was a fun, fair, and interesting level. Good luck everyone, thank you for the tips, and happy crushing!

Cookie barely made it with 33 moves. So! The moves were reduced to 26. Thanks. Not. We peons have to do this level with less moves. Impossible without buying more moves. Could that be the reason for reducing moves? Uh, yes!
