Hints and tips showing how to pass level 4538 Candy Crush Saga without boosters by Cookie
Level 4538 Candy Crush Saga is an orders level, you have to collect fish, waffles and destroy the two spawners to complete the level.
Forget about the waffles and work on clearing the spawners and the cake at the bottom of the board. Clearing the cake will hit the spawners and there are also stripes to help hit the cake and the spawners.
The waffles are fairly easy to collect as the cake will clear most of them, but the fish are more difficult as you need to clear the spawners before you will get them all. The fish will be provided by the lucky candies which can only drop once you have cleared the spawners because they are blocking the dispensers. You will also get waffles from the lucky candies if they are not all collected.

I'm enjoying these levels that require strategy not just luck! this is a tough level. I'm playing back and forth between my Android and my tablet with no boosters. Ill take a friendly board if you're handling them out King, thank you
