You can watch the video for tips or I got it (without knowing), a wrap/stripe combo found it's way to the top left corner on the conveyor,set it off and got all 4 curls with moves to spare, go figure!
A color bomb/color bomb combo will do the trick (collecting all the four curls) in one move and complete the level.
Indeed, beginning with a color bomb combo does finish the level in one move, yay!

Good for you Cookie!! Its gotta be boring as hell posting the same thing over and over for basic levels!!
The harder way is to keep hitting the single stripes and collect all the keys. Once the frog is available, use a CB on the same color to grow it. Then place it inside the curls and the level is completed.
I passed this level with 4 moves remaining, on my first attempt, with the benefit of a full booster bot. The bot didn't do much other than set up a good start. Striped and wrapped combinations as mentioned above are very effective at striking the horizontal striped candy, which sets off the chain reaction that gets the keys collected as you complete them (each time, the key opens up another key/dispenser and make the chain longer until you reveal the frog. Set up striped candies (and wraps) where you can to create combinations or detonate a vertical striped candy when it is beneath the first horizontal stripe dispenser. Fill the frog, and then place it into the corner square surrounded by the candy fence. Patient and thoughtful play is the way to go here. The video demonstrates this strategy well. I bought a bunch of boosters and gold bars today and then I run into a BIG MESS!! That I don't understand at all!! Please Help Me!!
This level has changed. You have to collect 86 Frosting blockers in 20 moves. I managed on my 21st attempt and used a hand switch on the last move as I only had one jelly to get. It is a hard level and you need to concentrate on making combos to clear the bottom of the board. Good Luck, Flash.
