Hints and tips showing how to pass level 3689 Candy Crush Saga without boosters by Cookie

Level 3689 Candy Crush Saga is an order level, you have to collect yellow candies and waffles and clear the cakes to complete the level. The secret to completing level 3689 is clearing the two cakes. You'll need to clear the licorice out of the way to get to the cakes but once they are cleared they will release the lucky candies which will give you the yellow candies.
Once the lucky candies are dropping it should only take a few moves to collect the yellow candies. The cakes will also help to collect the waffle order.
