Level 13938 Candy Crush Saga is an order level, you have to collect the licorice curls to complete the level. The easy way to complete level 13938 is to switch two colourbombs together, this will clear all the curls in one move.
The hard way to complete the level is to collect the keys and unlock the board, then work your way down the board using any combos you can make. Start with this method and all the time look for chances to make colourbombs and get them together.
