Level 3854 Candy Crush Saga is an order level, you have to collect toffee squares to complete the level. There are just enough toffees on the board to complete the orders so everything has to be cleared to complete the level.
The first job is to get the keys unlocked and get the candies dropping from the top, this way you will get some wrapped candies dropping from the dispensers at the top of the board and these will be really useful for clearing the toffees. The wraps are more useful if you can switch them with another special candy, even another wrap.
