Level 4423 Candy Crush Saga is an order level, you have to collect two kinds of chocolate to complete the level. There is no chocolate on the board at the start of the game, but don't worry, you will get plenty to collect once you have collected the keys. There are lucky candies in the middle part of the board in the locked cells and these will give you all the chocolate you need once they are unlocked.
The first job is to collect the keys to unlock the lucky candies, don't waste moves trying to clear all the blockers, there is no need, all you need to do is collect the keys. Once the lucky candies are unlocked start hitting them with the stripes you will get from the dispensers at the top of the board. If you can make a colourbomb or a wrap these can be switched with the stripes, but don't waste moves as you don't have many to spare.
Take your time and study the board before every move so you don't miss any chances to change the lucky candies or clear the chocolate. Remember the task is ONLY to collect the chocolate, not to clear the board, so don't waste moves doing things you don't need to do.
