Level 4521 Candy Crush Saga is a multi task level, you have to clear the cakes and collect toffee squares as well as clear all the jelly to complete the level. There are very few moves available so make every move count. Take your time and look carefully at the board before every move and try to either make a special candy or switch a combo with every move.
Since there is jelly over the whole board everything has to be cleared to get to the jelly underneath, which means all the orders will be collected as you work on clearing the jelly. Try to clear the cakes with as few moves as possible, this will give you a good start on unlocking and clearing the toffees and jelly.
Since there are so few moves you will need to make combos as much as possible, this is the only way you will have any chance of clearing the jelly and completing the game. Once the cakes are cleared it should be easier to make the more powerful combos you need. Colourbomb combos are usually the best, but double wrap combos can also be helpful.
Take your time, there is no time limit, and look carefully at the whole board before every move. It's easy to switch away in one area of the board and miss good moves in another part of the board that may be more helpful.
