Level 421 Candy Crush Saga is a dual task level, you have to collect the gummi dragons and clear the jelly to complete the level. The video below was made before the cherries were changed to dragons, but the strategy to collect them is the same and they will be collected in exactly the same way. The jelly is all in the middle of the board, but the dragons are on each side, so the two tasks have to be completed separately.
The two coconut wheels can be very useful, use them to keep the countdown bombs under control, or to clear the blockers. It is best if you can switch a coconut wheel with another special candy like a stripe or wrap or colourbomb. If you can do this it will clear much more of the blockers and jelly as well as the countdown bombs.
Work your way down the board, clearing all the blockers as you go, both in the middle and sides of the board. As you start to clear the sides you will get countdown bombs dropping and these have to be kept under control. The bombs only count down when you make a move so there is no need to rush your moves, but they must not be allowed to count down to zero or it will be game over.
Take your time, there is no time limit and the bombs will only count down once you make a move. Look carefully at the whole board before every move so you don't miss any chances to make the special candies and combos you need to complete the level.
