Level 1211 Candy Crush Saga is a dragon level, you have to collect the baby dragons to complete the level. The dragons will drop onto the board in the two outer squares which have jelly fish in them to begin with, so the fish need to be dropped through the portals to get the dragons to drop onto the board. The dragons will drop through the portals near the top of the board and then down to the exits at the bottom.
As you can see from looking at the board there are a lot of blockers to clear to allow the dragons to be collected. The dragons appear one at a time so the sooner you collect the first one the sooner you will get the second on onto the board. As you can see from the video below a colourbomb/stripe combo is one of the best ways to collect both of the dragons.
If you don't manage to clear the way as quickly as I did in the video, concentrate on clearing the way for the dragons and nothing else. Remember the task is only to collect the dragons and not to clear the board.
