Level 3619 is a dual task level, you have to collect the two ingredients and clear the jelly to complete the level.
The main thing to focus on is clearing the cakes, they will help clear the jelly but also release the ingredients from the dispensers at the top of the board.
Look to see if you can make matches next to the cakes before every move as the conveyors move the candies and moves appear regularly. This, and the fish, is the best way to clear the cakes if you can't make combos, which can be impossible with the restricted board.
The fish from the fishing floats will be really useful as they seem to target the cakes all the time, so the more fish you can get the better as they can clear the cakes completely if you get enough of them. Hit the floats with combos if you can for the most fish.
Don't worry about clearing the jelly, the cakes will do most of this for you, just concentrate on the cakes.
Once the ingredients are on the board don't move them from the top conveyor, let them move around to the top and they will drop through the portals into the opposite bottom square, from here you can get them out of the exits.
