Hints and tips showing how to pass level 3651 Candy Crush Saga without boosters by Cookie
Level 3651 is a jelly level and it starts with 2 coconut wheels and a colourbomb.
Use the first coconut wheel downwards and the second one sideways, this will clear sone of the blockers and get the candies dropping, the licorice will protect the colourbomb so you will be able to use it later.
Next you need to grow the popcorns so that you can get into the "arms" and clear the jelly. There are portals in the bottom of the main section of the board and the candies drop through them and into the arms as you begin to clear them. The "bottom" of the board is the bottom right so making moves there will create cascades and may help to clear jelly, but the best way to clear the jelly is by using colourbomb combos. Switch the colourbombs with stripes or wraps and these will help grow more popcorns and clear the blockers and jelly.
