Level 4470 Candy Crush Saga is an order level, you have to collect the gummi dragons to complete the level. The dragons are all on the board at the start of the game and all you have to do to collect them is to unlock the licorice locks and remove the candies from below the dragons.

You will get some colourbombs dropping from the dispensers at the top of the board if you make matches below them to give the colourbombs space to drop. The colourbombs can be used to unlock or clear the candies at the bottom or they can be used to get the bubblegum popping. The bubblegum will hel to clear the blockers and it will also help to collect the dragons when you pop the squares close to the dragons. You can also switch the dragons off the board if you get the chance, as the player does at the end of the video.

Level 4470 Candy Crush Saga is classified as a hard level so you can expect to lose some lives before you manage to pass it. This is a dual task level, you have to collect the two nuts and clear the jelly to complete the level.

The frog is the secret to passing level 4470, it is the only way you will be able to complete this level without boosters. The first job is to grow the frog as quickly as possible, it only needs matching 3 times so if you can make a mini cascade that will match it more than once it will help, although this won't be easy. Once the frog is grown you have a choice, you can either use it to unlock the nuts in the bottom left of the board or you can use it to start growing the popcorns on the right. I found that I got a lot closer to completing the level by growing the popcorns first.

Whatever you do DON'T place the frog between the two popcorns, put it just above or below. If you put the frog between the popcorns it will prevent candies from dropping through to the bottom part of the board. It is easier to regrow the frog if you place it in the square just above the popcorns as you will get candies on the conveyor to match it with.

Keep growing the frog and use it either on the popcorns or the ingredients, depending how the candies are dropping for you, but if you get the colourbombs from the popcorns you can use them to regrow the frog.

The spawner bottom left has jelly under it so it has to be cleared but there are plenty of wrapped candies dropping which you can switch together to destroy the spawner when you get the chance.

Once the nuts are free they will travel to the top left and you need to drop them down to the bottom conveyor, they will then travel through to the top right where you can collect them.

The moves have been reduced since the level was first released but the video below by Johnny Crush is completed in less than 24 moves so is a good example of how to pass the level.
