Level 4749 Candy Crush Saga is an order level, you have to collect the gummi dragons to complete the level. The dragons are on the board at the start of the level, buried under crystal candies. While the crystals will not stop the dragons dropping, they will make it harder to clear the cream blockers and toffees holding them back.

Work on one side of the board to begin with, whichever side you can make the best moves. Wrapped candies are the best way to clear the toffees and blockers and if you can switch them with a colourbomb better still. As you start to clear the blockers in the top part of the board the toffees and the top dragon will drop down onto the conveyor and the toffees will be easier to clear there. You will also get some stripes dropping down the middle column which can be used to clear the blockers holding back the bottom dragon.

Look for chances to make wrapped candies and colourbombs to switch together, this will help clear the blockers on both sides of the board. Although you don't really need to clear both sides to collect the dragons it will get easier to make the combos you need as the board opens up. 

Look carefully at the board before every move so you don't waste any chances to make the special candies and combos needed to collect the dragons. Remember the task is only to collect the dragons and not to clear the whole board.

Level 4749 Candy Crush Saga is an ingredients level, you have to collect 2 ingredients to complete the level.

The cherry is at the top of the middle column and you need to clear the waffles from below it to allow the cherry to drop down. The cherry drops onto the conveyor and from there down to the exits. 

The nut is under the crystal candies in the middle of the board and simply drops down to the exit in the middle.

To get the two ingredients to the exits you have to clear all the blockers and waffles which are preventing them from dropping down the board. The best, and maybe the only, way to get the ingredients to the exits is to use wrap candies and combos including colourbomb/wrap combos and stripe/wrap combos. Wraps will gradually break through the blockers and as the blockers are cleared the board will open up and you will begin to get cascades, the cascades will help clear any remaining blockers and get the ingredients down to the exits.

There are only 3 colours on the board so it is easy to make special candies even when the board is restricted at the start, but once you begin to open up the board the combos will practically make themselves.
