Level 5746 Candy Crush Saga is classified as a nightmarishly hard level so you are likely to lose some lives before you manage to pass it. This is an order level, you have to collect the cherries/gummi dragons and waffles to complete the level.
The first 9 of the dragons are sitting on the exits they will drop out as soon as they are uncovered from the marmalade. The remaining dragons will drop from the top of the board as the first ones are collected. You need to clear all the waffles to complete the level as there are only just enough on the board for the orders.
If you concentrate on making special candies and combos to clear the waffles the dragons will look after themselves to begin with, but once you get to the last few waffles and dragons you need to ignore moves that won't help for the orders and concentrate on making moves that will clear waffles or collect dragons. Vertical stripes and stripe/wrap combos are good for both jobs as long as they are in the best positions.
