This is a small board, only 7 x 7 so making special candies is a bit harder. Look carefully for chances to make specials at the beginning to open up the locked cells and remove the chocolate.
Once the chocolate is gone it won't come back so then you can concentrate on clearing the jelly.
Work on getting the ingredients down to the bottom and as soon as you get one out of the exit you need to match the candy under the dispenser so the next fruit can fall out.
The ingredients can only fall out of the dispenser if there is an empty space for them to fall into.
You will need to grow the lower of the three popcorns to allow the fruit to fall. It doesn't matter about the other two popcorns, they are not in the way but you can grow them if you have plenty of moves.
Collect the keys and clear the middle popcorn and then work under the fruit to allow it to fall.
The next fruit will fall after the first one is off the board. All three ingredients fall from the same dispenser but they can only fall if there is space for them to fall into so the candies or licorice have to be cleared from under the dispenser to allow them to fall.

https://www.youtube.com/user/MsCookieKirby There have been many complaints that the fruit is not dropping on level 991 and at the moment there doesn't seem to be much you can do if it happens to you except keep trying and don't waste boosters. It has not happened to me so really can't say if there is a way to get the ingredients to drop or it's just bad luck if they don't. King have been informed of the problem so hopefully it will be fixed soon.
