Level 1311 can be quite hard to get started, moves are very restricted at the start and you need a bit of luck to be able to make downward stripes or better still wrapped candies.
A wrapped candy will unlock and clear a chocolate square as well as growing the popcorn by 2 stages, so this is the best special candy to use as long as you can get it next to the popcorn.
I used colour bomb/stripe combos to clear the blockers and grow the popcorn. This strategy worked well but colour bomb/stripe combos don't give a lot of points, so if you are looking for three stars you will need to use other combos and especially use colour bombs on the bombs as much as possible as this gives the best points.

 You need a total of 8 ingredients.  You start off with 2 ingredients on the board then the other 6 come down on the 4th subsequent move.  
The ingredients drop down where ever that 4th move is made so try to anticipate the drop then make moves in the center of the board so you can align at least 3 or 4 ingredients to go down the center without having to clear popcorn.   Sometimes you can move an ingredient from the belt to the center and get it out that way too but you will not be able to get them all that way.  
Get as many stripes and wraps on the conveyor belts as you can to start destroying the popcorn.

 Bombs, keys, UFO's, Popcorn then chocolate bombs.  Funny  how chocolate bombs are the goal and they are last on the list of priorities, but it worked.   
Get rid of the bombs ASAP, match the keys to unlock the UFO's,  hopefully the wrapped candies will hit the popcorn a few times.    Even if the wrapped candies hit the popcorn every time you still need to make one on your own so try to make one from the get go.   
You only get 25 moves, so between getting bombs, keys, UFO's and then making chocolate bombs - you need to go slow and study the board after each move and make sure it counts.
