Another potentially frustrating level! 
You don't really want to get rid of the spawner too early on level 1337. The cream blockers are very thick and need lots of hits to clear, but the spawner changes the blockers to chocolate, which is much easier to clear.
Hit the spawner a few times with stripes then concentrate on making combos to work your way down through the blockers and chocolate.
Usually by the time you manage to clear the spawner most of the thickest blockers are gone, removed by the chocolate.
There is no jelly under the outer blockers, left and right, so no need to worry about clearing them.

Level 1336 can be one of the most frustrating levels, or it can be easy.
Everything depends on whether you are able to keep making matches next to the spawners, or make combos to hit them with.
If you don't manage to remove the spawners fairly quickly you will be fighting against the cream blockers over and over.
The blockers are not too much of a problem if you can manage to get vertical stripes and stripe/wrap combos positioned to hit the spawners repeatedly but you won't be able to make matches next to them once the blockers appear. Also be careful not to let your special candies fall down into the bottom sections or they are likely to be covered very quickly by the cream blockers and lost.
A jelly fish booster may be helpful to get those difficult jellies, but you'll need to have cascades to get plenty of fish.
There are now only 22 moves now on PC and mobile version but it is doable if you concentrate and don't let the spawners worry you into making bad moves.

There are four evil spawners, one in each section. Look at the board before you make a move and check where the candies will go on the conveyor. You need to hit as many of the spawners as you can in the first few moves to slow down the rate they throw out cream blockers. If you see a move next to a spawner that is not on the conveyor it the candies will stay where they are so leave that move and look for ones that are on the conveyor fist as they will move if you don't use them. Make as many moves as you can next to the spawners and you should be able to get rid of at least some of them in the first few moves.
Forget the jelly while there are spawners on the board and concentrate on removing them by hitting them with every move.
You need to hit each one 5 times to make it explode, but it will take the surrounding jellies with it when it goes.
Once the spawners are gone you just need to mop up the remaining jelly. You won't be able to make colour bombs but a colour bomb booster used at the start may make it easier to get matches next to the spawners.
A fish booster will also help if you are having trouble clearing the jelly.
