Only 17 moves to clear all the jelly!
Not as hard as it looks. The secret is to clear the Evil Spawners!
You especially need to prevent the ones in the middle of the board from spawning or they will block the top of the board and prevent new candies from falling down.
Look carefully for moves that will hit more than one spawner, either with the match you make, or with cascades caused by your move.
Because the spawners are close together, destroying one will give an explosion which counts as a hit on any others that are close by. 
Don't forget about the bombs! They will creep up on you and give you a surprise if you do!
Level 1398 can be fun, but it can also be very frustrating!

The biggest problem with level 1397 is the lack of moves. You need to collect the keys in as few moves as possible and for that you need a bit of luck, but at the same time you need to be clearing the blockers in the corners as there is jelly under them all.
Once you have collected the keys you should use the UFO and unusually it will send the wrapped candies  where you need them the most!
Look carefully at the whole board before every move as you have none to spare. With a bit of luck level 1397 shouldn't cause you too many problems.
A useful booster would be the jelly fish booster.

Best hints and tips showing how to pass level 1396 Candy crush Saga without boosters.
The perfect game is to grow the first popcorn at the top, use it on the blue to get the first fruit, then grow the two bottom popcorns and switch them together. Game over!
However the perfect game rarely happens, so below are tips to help you with a normal game.
If you can make a colour bomb early in the game you can use it to remove the blue candies which will get the first fruit down, then you only have to worry about the second fruit.
An easy way to do this is to begin with a colour bomb booster, but I prefer to do without.
Failing that try to grow the 2 popcorns at the bottom, you can switch them together and clear the whole board, this is best done for the second ingredient though.
Wrapped candies will grow the popcorns best as they will give you 2 hits if you can detonate them next to a popcorn.
However you play you will need colour bombs, as the licorice will block any stripes or combos.
