You have 50 moves to clear all the jelly.   You have locked chocolate and  licorice with dispensers covering the jelly. Your going to have to open this board up in order to make some special candies and combos.   
Opening board is very restricted , choose moves that will get rid of licorice. I found one of the most frustrating parts of this board is getting  through the chocolate, crates and licorice, getting down to the licorice dispensers,  then unable to get to the jelly below the dispensers.   Try to make a match directly touching the licorice directly below the dispensers to get candy to come out instead of licorice.  Stripe/wrap combos off to the sides or above them seem to make it stream licorice.  If you ever do get the chance to get candy to pour out,  try to make a color bomb and zap that jelly with it.   With regards to the chocolate, as long as it is crated it will not spread. Once it does start  to open up though,  rely on the crates to keep some of it locked up to  try and keep it under control....  at least until the board opens up and you can make big moves if needed.  
Due to the restricted board and the obstacles, this board does require a fair amount of luck.

Hints and tips showing how to pass level 1480 Candy Crush Saga without boosters.
You need to collect 150 cream blockers to complete the level, some are already on the board but the rest will be provided by the Evil Spawners. You don't want to clear all the spawners as you need them for the orders, but if one gets destroyed as you work it shouldn't matter too much.
All you need to do is to keep making matches that destroy the cream blockers to keep them from taking over the board.
Don't ignore the bombs, if you get a chance to clear them take it as you may not get another and they will kill your game just as quickly as the spawners will.
Obviously specials and combos are important to collect the orders.

Unlock and match the two keys as quickly as possible and clear the blockers under one of the key dispensers to get the third key or the bombs behind the locks will count down before you get the chance to clear them.
While you are collecting the keys look for vertical stripes or colour bombs to unlock and detonate the wrapped candies in the bottom half of the board.
Once the board is more open you shouldn't have too much trouble clearing the jelly as colour bombs are pretty easy to make with so few colours.

You have 28 moves to clear all the jelly.  The jelly is underneath all the blockers and the 2 keys on the board. It is double layered.  You have the licorice locked keys that need to be unlocked so you can use them to unlock the 23 count  bombs.  They will also unlock 9 fish that will come in handy.  2 Keys are given to you and then the third one needs to come from one of the dispensers blocked by the multi hit blockers at the top left and right sides of the board.  
Once you clear the blocker you need to make a move right below the dispenser to get the third key. A stripe or stripe/wrap combo x2 up top  can cause a big wrapped explosion down below that will open up the board so you can make more specials as you work your way through all the jelly.
