1491 is a pretty straight forward level.  You have 35 moves to get 55 blockers, 2 chocolate bombs and 15 striped candies.  There are plenty of extra blockers, you only need to get through the top 3 rows max to meet that goal.  Hardest part will be the chocolate bombs but you have a nice big play area to make them in  so I would focus on them.  Try to mix a chocolate bomb with a striped candy and your done.

All the blockers you need are on the board so work your way down towards the bottom of the board, looking out for your colour bombs on the way.
The easiest way to get the stripes is with a colour bomb/stripe combo, but with so many colours on the board this is easier said than done!
The colour bombs will get easier to make as you clear space on the board.
If you want to get three stars on level 1491 you will need to make lots of colour bombs but NOT switch them with a stripe.

 So we only have 30 moves to collect 15 chocolates, 25 blockers and 35 licorice.  It's so odd saying this, but fortunately you have a chocolate spinner and 5 licorice dispensers up top so those ingredients are pretty much given to you.  Don't waste any lives trying to get chocolate, start hitting the licorice every chance you get. The hardest  part will be getting all the blockers.   You have to break your way through all the licorice on the bottom to reach the portals that will fill the right side up with candies.  Once you can do that, with only 4 colors,  cascades are nice and making special candies and combos are easier, which you will need considering you are probably  low on moves by the time you make it over there. 
Top tip.... Break through to the right side in as few moves as possible.

Candy Crush Saga Level 1489

Hints and tips showing how to pass level 1489 Candy Crush Saga without boosters.
You need to clear all the blockers and popcorns as there is jelly under them, including the Spawner in the middle.
You don't need to worry too much about the spawner blocking your moves at the start as it can't get past the pocorns so can only cover the middle part with marmalade.
Colour bomb/stripe combos are the best, but try to get as may candies the same colour as the stripe on the board as you can before you switch them. With luck this will hit the spawner as well as some of the popcorns.
Once you begin to clear the popcorns the marmalade will be able to escape and will begin to cover the candies outside the middle area, so watch out for that.

You get 50 moves to clear all the jelly.  You have one evil spawner that spits out jelly and marmalade right in the center of an island sandwiched between 2 popcorns.  The only real option is to do side blasts with horizontal stripes or stripe/wrap combos to get the spawner, or use your hammers to get the spawner.  
Chocolate bombs and stripes are really powerful for this level.  If you can time it to where the two popcorns above and below the spawner only need more hit at the time the spawner blows up then you will have a double chocolate bomb combo set up, you may need to get rid of a candy or two in between but it's worth it.    That would be 2 hits to each popcorn before the spawner blows up and then the spawner explosion will be the third.  
With the small play area and 5 colors , many times I would use half my moves without getting one stripe opportunity so luck is definitely a factor on winning this board.  If you do want to use your hammer boosters the spawner takes 5 and each popcorn takes 3.
