You only have 18 moves to clear all the jelly so combos are the key.
Level 1646 Candy Crush Saga is all about stripes and colour bombs. 
Stripes will hit the spawners and slow down the rate of spawning as well as clearing some jelly.
Colour bombs are best, especially if you switch them with a stripe or a wrap. Keep the candies cascading by using combos as much as possible, this will get the licorice down into the bottom of the board where you can easily remove it and it will also allow you to clear the jellies with colour bombs or other combos.

You have only 28 moves to clear the jelly on level 1645, so make every move count.
You will need the fog to clear the jelly in the top left of the board as stripes and combos will not get past the licorice, so make it a priority to unlock and grow the frog.
Once unlocked a colour bomb used on the frog colour is the fastest way to grow it.
Level 1645 is not a hard level, but it can be frustrating if you can't get the chocolate under control.

You need to score at least 40,000 points in 20 moves to complete level 1644 Candy Crush Saga.
First you must break through the blockers to get the candies moving, you will have no chance of getting anywhere if you don't do that before the bombs count down.
Once you have the candies moving at least into the bottom left section you should start to get cascades, which will give you extra points.

Work in the bottom two sections as much as possible, especially the bottom right, as this is the "bottom" of the board and will give you the best cascades and the best chance of getting the points you need. 
You can't make colour bombs so you just have to rely on other special candies and combos to boost your points total.
Remember you have to use up ALL the moves, it doesn't matter how many points you score, if the bombs count down to zero you will lose the game.
