You need to collect 18 colour bombs including 2 double colour bomb combos and 1 colour bomb/stripe combo.
The moves are very restricted at the start, so you need to clear some blockers in as few moves as possible.
Once you have room to work you have lots of options. A double colour bomb combo will unlock all the colour bombs and the other combos you need will finish the job. There are only 16 colour bombs on the board including the popcorns so you only need to make another 2. As there are so few colours on the board making colour bombs is not hard, the problem is you don't have a lot of moves and several are used up at the start in clearing blockers.
Now that the colour bomb/wrap combo gives you lots of wraps this can be used to help grow the popcorns. 
The 2 colour bomb combos will take care of clearing all the locked colour bombs and the stripe combo completes the orders.

The hardest part of level 1681 is the surrounding jellies which are separated from the main part of the board.
The best way to clear those difficult jellies is by using a colour bomb/stripe combo as long as there are some candies the same colour as the stripe in the jellies on the outside.
If you can't get that combo then you will just have to plug away with as many combos as you can make and hope for the best.

You need to collect a double colour bomb combo and 3 double stripe combos.
The colour bombs are on the board already, all you have to do is collect the keys to unlock them and drop them together.
A bit trickier is getting the stripes together without them self destructing.
You can begin to collect the stripe combos before you unlock the colour bombs if they are available, but be very careful not to lose the colour bombs once they are unlocked, get them together and use them straight away.
Use the conveyors to get your stripes together and once the colour bombs are unlocked forget anything else and get them together before they have a chance to self destruct.
