You have to collect one double colour bomb combo and 60 blockers.
The game may tell you not to destroy the Spawners (magic mixers) but there is no need to save them, there are more than enough cream blockers on the board for the orders.
It is vital that you destroy at least SOME of the spawners as quickly as possible to prevent the whole board being covered with cream.
The middle two are the most important, but if you can destroy some of the others all the better.
You only have 22 moves, so as soon as you have space to work you need to start making your colour bombs. Be careful not to leave a colour bomb within striking distance of a spawner while you make the second one or it is likely to be lost.

You need to make a colour bomb/wrap combo and grow the two popcorns to complete level 1863.
You can hit the popcorns with combos without unlocking the bottom rows, but it is much easier to make combos if you collect the keys whenever possible.
This will give you a good open board for making your special candies.
This is not an easy level by any means, as getting a wrap beside a colour bomb without them blowing up can be quite tricky. However it should be possible to make a wrap above your colour bombs and let it fall down either above or beside them.

Clear the jelly in 35 moves.
There is no jelly under any of the blockers, so no need to clear them, except that the colour bomns from the popcorns will increase your score significantly if you manage to use them.
The tricky bit is the jelly in the bottom row, this has to be cleared using any combo that will touch it as it's impossible to make matches in there until the popcorns are cleared.
You can use colour bombs to get the jellies in the bottom corners.
