You have to score 45,000 points to pass level 1927, this doesn't seem much but is not easy on a very restricted board.
Try to clear the cake bombs as this will open up the board and give you a better chance of making the colour bombs and combos that you will need to reach the score.
Make sure you use the two colour bombs given to you at the start before you clear the cakes or you will lose them.
If you work in the bottom part of the board you may get a few mini cascades which will help but you need to look carefully at the moves to get the cakes out of the way. It can be hard to hit the bottom outside sections of cake once you start to work below them so try to get a match along the bottom of the cake before you remove the candies and get the "dead" area under the cakes.

The priority has to be the Evil Spawner in the middle of the board, you need to clear this before it locks up too many candies and blocks your moves. Matching next to it will work but stripes and stripe/wrap combos will help clear jelly as well as hitting the spawner.
There is no jelly under the chocolate in the bottom corners so no need to worry about it if you don't unlock it.
The best way to get the jelly in the bottom corners is to use a stripe/wrap combo, this will clear all the jelly and unlock the chocolate, but you can then let the chocolate grow as it can't leave the corner.
Beware of using a colour bomb/stripe combo as this could unlock the chocolate without clearing all the jelly so you could end up with jelly that you can't see under the chocolate when it grows.
A colour bomb/wrap, however is a much better combo as it will clear all the jelly as long as you have a candy the same colour as the wrap in the bottom bits.
This can be a frustrating level and I was left with one or two jellies many times. 
A good booster to use is a jelly fish booster, which I used in the end for the video as I got bored with playing it.

You need to score as many points as possible in the moves allowed, so the first job is to clear some blockers to give you space to work.
To start with ignore the top half of the board and work in the bottom half, this will give you cascades which will help increase your score.
The bombs will help you get the score, but they will also kill the game if you lose control of them. Keep them dropping by making moves towards the sides of the board, you'll also get mystery candies which can be very helpful, or not!
Keep working at the bottom of the board but check the whole board before every move, the bombs only count down when you make a move so there is plenty of time to think about your moves.
A colourbomb should always be used on a colour that has bombs, this will give you huge scores and just one colourbomb on 3 or 4 bombs will give you the score needed.
Remember, you have to use up ALL the moves, it doesn't matter how high your score is if a bomb counts down to zero you will lose the game.
