You have to make and use three colour bombs to complete level 1928.
To begin with there is not much choice of moves, if any, so you need to clear some of the blockers to give you space to work. However I have found that you can usually make at least one colour bomb in the top part of the board as you are looking for ways to clear the blockers.
Try to save one colour if you can, this way you will have a better chance of getting the patterns you need for colour bombs.
Once you get a colour bomb use it on a colour that has least on the board, this will give you a better chance of getting the next one.
The chocolate shouldn't cause too much of a problem as it can't cross over the conveyor.
You can use a lucky candy to get the colour bombs you need, which I did for the video below, but I have since completed level 1928 without boosters so it can be done.

Level 1932 is a timed level, but it isn't a hard one if you can just get started on breaking through the chocolate.
Make vertical stripes to go through the chocolate and use them straight away before they get blocked or eaten by the chocolate.
Once you are down into the lower part of the board it is fairly easy to make special candies and combos so this is what you need to do.
If you are running out of time and can't get any more extra time candies try to leave some special candies on the board, wraps and colour bombs are the best. Then when the timer runs out all your specials will be detonated, causing cascades and more specials to be made. These final cascades can give you a lot of points after the timer has run out so don't quit too early if you don't think you are doing well.
A stripe and wrap booster works very well on this level as it will help to break into the chocolate a bit.
I am pretty bad at timed levels and if you watch the video below you will see I don't have anywhere near enough points when the timer runs out, but the cascades at the end brought my score up to what was needed, then some.

You have to score 45,000 points to pass level 1927, this doesn't seem much but is not easy on a very restricted board.
Try to clear the cake bombs as this will open up the board and give you a better chance of making the colour bombs and combos that you will need to reach the score.
Make sure you use the two colour bombs given to you at the start before you clear the cakes or you will lose them.
If you work in the bottom part of the board you may get a few mini cascades which will help but you need to look carefully at the moves to get the cakes out of the way. It can be hard to hit the bottom outside sections of cake once you start to work below them so try to get a match along the bottom of the cake before you remove the candies and get the "dead" area under the cakes.
