Level 1981 is classified as a hard level so you can expect to lose a few moves before you manage to pass it.
Level 1981 is a fairly straightforward jelly level, the problem is there are only 20 moves to unlock all the locked candies and clear the jelly.
Once the board settles you should have a stripe or wrap to begin with, use this to work your way down through the blockers so you have more space to make combos. Matches of 3 won't be enough to clear this level so you need to be looking at the whole board to make specials and combos.
If you want to make this level a bit easier you can use a colour bomb booster or a jelly fish booster.

Look carefully at where the exits are and you can see that the ingredients will need moving to one side to get them out as there is no exit under them.
The easy way is to use hands to switch the ingredients out, but if you don't have them or don't want to use them it isn't too hard to switch the fruit out if you are very careful.
You have to look at the candies coming around the conveyor and get as many as you can of the sma colour as the candy which is sitting above the ingredients once the blockers are cleared. 
This will give you the best chance of having 2 candies the same colour above the fruit and one beside it, which you can then switch with the fruit,
If you clear the blockers directly under the fruit it will sometimes slip out diagonally if you use a stripe/wrap combo to clear enough candies to allow it, but a straight switch under the teleport won't bring the candy down.
Once in the bottom part of the board the ingredients may get onto the conveyor in which vas you will have to switch them off again, but this is much easier than switching them at the top as there are more candies and easier moves.

The jelly is under the cream blockers in the middle of the board.
Remember that you only have to clear the jelly, not the chocolate, although you will naturally clear chocolate as you work on clearing the blockers, once you have space to work your way down to the blockers in the bottom part of the board you can ignore the chocolate and just work on clearing the blockers and jelly.
Some games are a bit tricky to get started if you can't manage to make some stripes or wraps, but once you start to make combos you can use them to clear space to make more.
