Level 2038 needs loads of luck as well as very careful playing, especially at the end.
The luck is needed to clear the cake bomb as early as possible, but you also need to clear as much jelly as you can on the left side of the board before the cakes is destroyed.
The reason for clearing the jelly on the left is that when the cake hammer clears the board the licorice falls down mostly on the left side, so any jelly there is a bit harder to clear in the very few moves you will have left.
By far the best combo, especially at the end when the cake bomb is gone, is a colour bomb/wrap combo. This will clear just about anything as long as there are some candies the right colour close to where you need them.
I used a lolly hammer to complete this level after losing over 70 lives on it, although I have seen games where the person has passed first go! Definitely you will need luck!
I am not sure which booster will help most on level 2038, I have tried a jelly fish booster which didn't help much. I have also tried a stripe and wrap booster, also without much luck.

Your priority here has to be clearing the bombs that are locked in the bottom right of the board, they have a countdown of 25 moves which may seem a lot but can go very quickly if things don't go the right way.
Once you begin to get the bombs unlocked, using stripes or combos, look very carefully at them as you can often make colour bombs or other special candies by matching with the locked ones. 
Patterns are much harder to see with the numbers on the bombs so you should take extra care.
This is not a level that relies on luck as many of this episode are, if you play carefully and don't miss those moves in the bombs you should be able to complete it in a few goes.
Work as close to the bottom as you can to create cascades, these will help clear the licorice and jelly higher up the board without wasting moves.

You only have 25 moves to clear the jelly, but luckily there are a few things to help you. There are several striped candies around the outside of the board which will set each other off and give you a good start on clearing the blockers and also growing the popcorn at the bottom.
Once the initial stripes are out of the way you should be looking for colour bombs with every move. Use the colour bombs alone if you need to, but they are best switched with a stripe, especially if there are plenty of candies in the outer section the same colour as the stripe.
Switching a colour bomb with a wrap may help a lot too, but again this will depend on what candies you have around the outside and where they are.
A double colour bomb combo can be useful too if you can get it.
