You need to clear the cake bombs to complete level 2139, there is jelly under them which has to be cleared.
Make sideways stripes and strip/wrap combos to clear the cakes. A colourbomb/stripe combo may also be useful, but often the stripes don't go where you need them, so take care you have candies of the right colour in places where they have a chance to hit the cakes.
The UFO's, when unlocked, will place their wraps next to the cakes by don't waste moves detonating them, let your cakes do it for you and just work on clearing the jellies and cakes.
This can be a tricky level due to the lack of moves, but can be done if you play carefully and don't waste moves.

Level 2138 is classified as a hard level so you can expect to lose a few lives before you manage to pass it.
Forget about the chocolate to begin with and try to make stripe/wrap combos top right, with only 4 colours it is fairly easy to do. Use these combos to fire into the popcorns at the top and bottom to grow them into colourbombs.
Depending on how many colour bombs you get from the popcorn at any one time you can either use them on a single colour to grow the frog, or switch two together to get a whole board clearance.
Switching two colour bombs together will grow the frog as well as grow all the remaining popcorns by one stage.
Use wraps to grow the popcorns when you get the chance, but by far the best method of clearing level 2138 is by switching colourbombs together.
The frog will also grow popcorns by one stage so you can use it to help grow the ones in the top left.

There are only 25 moves to clear the jelly so you will need to play slowly and carefully to make sure every move gives the best possible result.
Look at ways to clear the cake bomb in the middle and at the same time you will be unlocking the chocolate. Don't let the chocolate take over too much but at the same time you can't afford to waste moves just chasing chocolate. Look for stripes and wraps with every move and whenever possible switch them together to clear the most blockers and jelly.
Watch the conveyor carefully and use it to get your combos together.
