Level 2347 is classified as a hard level so you can expect to lose quite a few moves before you manage to pass it.
You need to look very carefully at the board and plan your moves using the conveyor, watch the candies on the conveyor to see what candies are coming up to the playing area where you can match them.
The sideways stripes which drop from the dispensers at the top can be dropped down onto the conveyor and used to hit the popcorns. If you can get a wrap on the conveyor and let it move around to match with a stripe this combo will hit lots of the popcorns as long as there is no licorice in the way.
Once you have a colourbomb from the popcorns try to switch it with a stripe or wrap for the best results. Switching 2 colourbombs together may also be helpful.
With so few moves you will need to take your time and think carefully about every move. I used a hammer to complete this level but it is possible without boosters as the video below shows.
Patience is the key.

You have 32 moves to clear the jelly and complete level 2346
The first thing to do is clear some of the blockers down the middle of the board, this will give you more space to make the special candies and combos you need.
Try to work as close to the bottom of the board as you can to create cascades, but check the whole board carefully before every move, you can't afford to waste any moves.
If you find yourself switching candies and getting nowhere in the first 15 or so moves you might consider quitting and starting again as you need to get the popcorns growing fairly quickly to clear the level.
There are striped candy dispensers down the right side of the board which are helpful, but won't win the game for you. However the wrapped candy dispensers down the left side of the board could well be the difference between winning and losing, so look for ways to get those wraps dropping.
By far the best combo for this level is a colourbomb/wrap if you can get one.
Often you can get two colourbombs together and it is worth switching them as it'll give you hits on all the popcorns. 
Any colourbomb combo is good for level 2346 and you have plenty of colourbombs once you get the popcorns grown.

Candy Crush Saga Levels 2346 - 2360

This latest episode containing level 2346 to 2360 Candy Crush Saga has surpassed even the new "King's" record of changing levels after the first, faster players have stormed through!
Eleven of the fifteen levels have been made harder, in some cases impossible, by cutting the number of moves to ridiculously low levels. 
The developers seem to be publishing levels with 50 moves, without testing the difficulty level and using the first players through to test them.
Since most players now have free boosters they don't try to pass without and storm through the episode in a couple of hours or less. This gives a false reading of the difficulty so the moves are cut accordingly, leaving the players who start later or have less time with impossibly low numbers of moves and thus unable to pass.
Whether this is a strategy to end the Candy Crush Saga game since lots of layers will give up, or just in the hopes that we will spend more money to pass, is irrelevant. The fact is that most players will find other games that are less stressful and FREE!
I will try to write tips as usual as I pass the levels, but at the time of writing I am stuck on level 2349 with only 22 moves.
Other changes seem to be afoot too, with many players reporting that the PC game is now the same layout as the mobile game. I can't report on whether this is a good move from the players point of view as at the present time most players are not happy with the change and I have not had first hand experience of it yet. ( My game won't load! )
