Level 2540 is a dual task level, you have 18 moves to collect the cherry and clear all the jelly.
The cherry drops from the dispenser in the middle and falls down through the squares which have the multi hit blockers. So in order to collect the cherry you have to clear the blockers down the middle.
In my opinion clearing the blockers to collect the cherry is the hardest part of level 2540, so you should look at moves that hit the blockers every time, but at the same time try to make special candies and combos to help with clearing jelly. The combos will also be a help with clearing the blockers.
The sections are all connected by the portals, so making moves in the bottom sections will bring candies down from the top section. The bottom left section is the "bottom" of the board so making moves there will effect the rest of the sections as long as the blockers are cleared allowing the candies to drop.

You have only 23 moves to collect all the orders and complete level 2539 Candy Crush Saga.
The cream blockers and licorice are all on the board so are fairly easy to collect, but the chocolate has to be provided by the chocolate machine in the middle of the board.
You will have to clear the blockers from around the choc machine fairly early in the game so it has chance to grow enough for you to collect the 8 needed.
Remember that the chocolate will only grow by one square each time you make a move and ONLY if you don't clear any with your move. Bearing this in mind you need quite a few moves to collect the chocolate.
Once the blockers are removed from around the choc machine let the chocolate grow for a few moves before you clear any, then clear as much as possible in one move. Then let it grow again.
Once you have enough chocolate it won't matter if you clear some every move and you can concentrate on any of the other orders you still need.

Level 2538 is another dual task level, you have to collect 2 ingredients and clear all the jelly in 23 moves.
Level 2538 is all about clearing the cake bombs. You have to clear them because there is jelly under them and also they are blocking the exits for the 2 cherries.
First priority is to clear the two locked bombs before they count down.
Once the bombs are gone just concentrate on making stripes and combos to clear the cakes. You can use the conveyors to get your combos together, but you can't waste moves waiting. Keep making those special candies every move.
You can forget about the ingredients as they will be collected when you clear the last cake.
