Level 2802 is a dual task level, you have to collect the 4 ingredients and clear the jelly to complete the level.

The first job is to clear the blockers and collect the keys from the dispensers near the bottom of the board.

Once the ingredients are unlocked you will also be battling licorice so try to clear at least one bit of licorice with each move to prevent more dropping.

Avoid moving the ingredients as they are in the columns that are easiest to collect them from, if you move them across they can get stuck on the ledges above the dispensers.

You have 17 moves to collect the orders, which isn't a lot!

The first thing you need to do is to stop the chocolate spreading too much by clearing as much of the "free" chocolate as possible in the first few moves.

You will need special candies to unlock the locked blockers and licorice so look for chances to make stripes or wraps while you are clearing the chocolate.

Special candies are important so if you have a choice between making one and clearing chocolate you must think carefully before you decide. If you make a special candy will you be able to use it or will the chocolate block you too much?

Once the chocolate starts to take over it can stop you collecting the rest of the orders so it has to be taken into account when making moves.

Colourbomb/stripe and colourbomb/wrap combos are always good for clearing blockers and licorice.

While not a hard level, level 2800 can be one of the most frustrating!

The priority is to collect keys, don't think about anything else, just make moves that will allow the keys to drop and match them straight away. The keys fall from the dispensers each side of the board and clearing some of the licorice will get them to appear.

The bombs which the keys will unlock have a countdown of only 8 moves, so you have to collect the keys before they count down to zero.

That is the hard part, once you have collected the keys the cherries will drop down and can be collected fairly easily.
The level used to have more moves and a longer countdown on the bombs but has been made significantly harder.
The video below by Skillgaming is actually completed well within the 11 moves although the game started with 17.
