Hints and tips showing how to pass level 3167 Candy Crush Saga without boosters by Cookie
The first aim should be to clear the spawners on each side before they start to cover the board with marmalade or chocolate and block your moves.
Look for sideways stripes and stripe/wrap combos to hit the spawners and you will soon be rid or them. Once the spawners are gone you can look for combos to clear the blockers and jelly which will be left mostly in the bottom corners.
Don't forget the jelly from under the spawners, it won't get a candy in so will need to be hit with s stripe or a combo.
Work as close to the bottom of the board as you can to create cascades which will save precious moves.
The moves have been reduced but the video below is completed in 20 moves.

Although the title says these are tips on how to pass this level without boosters I don't think that's possible. I suspect that this level will be changed at some point in the future but at the time of writing I can't see a way to pass it without boosters.
I have managed to pass this using just 3 hammers to clear the last of the jelly.
My method was to clear as much of the blockers and jelly as I could and unlock the UFO's. The more blockers and jelly you clear the more likely the UFO's are to clear the licorice. Then use one of the UFO's to clear some of the licorice. 
If you are lucky and have a good combo use it to clear jelly while it is free of licorice.
Once the licorice drops again use the second UFO to clear the remaining jelly.
NOTE! The UFO's will only place wrapped candies in squares that have licorice or candy in them. They will not clear the jelly if it has nothing on top.
The following video shows how the level can be done, but it has been changed and made easier as the licorice now drops more slowly than it did when the video was made.

You need to be looking for special candies from the start to clear all the jelly in the moves available.
Use the conveyors to get combos together and if you can make matches along the bottom row you will get wrapped candies from the dispensers, also there are stripe dispensers at the top so with luck you can get them together to make the powerful stripe/wrap combos which will go a long way towards clearing the level.
Make matches in the middle if you can as this can be tricky to clear.
The moves have been reduced and I will post the video as soon as we have one.
