You have to clear the jelly in 25 moves to complete level, or you may have less if it changes in the future.
You will need to grow the frog to clear the middle square as it can't be hit with the combos you are able to make on the board. You won't be able to make colourbombs as there are no sections where a line of 5 can be made, so you have to rely on stripes and wraps and the frog to clear the jelly.
Look carefully at the whole board before every move to see if there are stripes or wraps to be made and if you can't make a better move start to fill up the frog.
Just keep working around looking for special candies and use the conveyor to get combos together. 
Once the frog is grown place it on the middle square then forget it and continue clearing jelly. A fair amount of luck is need to clear level 3221, but it can be done in less than 20 moves as the video below will show.

Level 3219 is largely a luck level once you get started. The first few moves can be tricky as you will get licorice blocking your moves on the right and 8 move bombs dropping on the left.
You need to work your way into the blockers until you start to get the stripes dropping, if you clear some licorice with your move you will get stripe but if you don't clear any more will drop, so you need to be thinking about this as you play.
Keep the bombs under control using combos rather than matching them as this will use less moves and also break the blockers at the same time.
Once you start to get the stripes dropping switch them together and keep switching.
This is where the luck comes in, you need to get cascades going so that the combos self destruct and bring down more, this is the only way you will clear all the blockers and jelly in the moves allowed.

You need to collect 30 cream blockers in 28 moves to complete level 3220 Candy Crush Saga.
The first, and most difficult, job is to collect the keys from along the bottom of the board. You can use colourbombs if you can make them, or any combo that will clear the way through the licorice to the keys at the bottom. You can't afford to waste too many moves collecting the keys as you need quite a few to collect the cream blockers once you get them.
The blockers come from the lucky candies that will drop from the dispensers at the top of the board once they are unlocked, they have to be changed and collected in however many moves remaining after you have collected the keys.
As always, combos are the best way to collect the blockers, stripe/wrap combos and colourbomb combos will do the job and, with luck, get cascades going which will do the job for you.
