There are only 3 colours on the board so making special candies and combos should, in theory, be very easy. The problem with level 3261 is that you have candy canes blocking your moves all over the board. To get candies into the bottom part of the board you need to clear the blockers which will open up columns into the rest of the board.

Once you have candies in all sections of the board your job will get easier as you can then start to make the combos needed to clear the jelly.

Don't try to clear jelly to start with, concentrate on clearing the blockers to get the candies moving into the bottom part of the board.

As predicted, the moves have been reduced to 14 and a few more blockers added at the bottom, but still not a hard level

You have to collect 1 wrapped candy and ten each of chocolate and licorice to complete level 3254 Candy Crush Saga.

You can only get the wrapped candy in the middle sections and it is likely to make itself once they are cleared and have candies in them.

The hard task is to clear the middle sections and get candies dropping into them. To do this you will need stripes and stripe cambos. You can't make colourbombs as there are only 4 squares across so you have to rely on stripes.

Keep firing stripes into the middle sections and make matches in the top if you can, to clear the blockers there, this will allow the candies to drop into the middle once there is space for them and you can get the wrap.

Let the chocolate grow on the left to make sure you have enough and you need to make moves on the right to get the licorice dropping.

Once you have candies in the middle sections it gets a bit easier to collect the orders.
The moves have been reduced to only 15 now making this a very hard level to complete without boosters.
I would suggest using the colourbomb from the space dash and another colourbomb booster and reset until you have them side by side. Switching them will give you a good start but you will still need to collect the orders. 
The chocolate is the hardest now with only 15 moves as it only grows by one block per move, so you need at least 8 moves for it to grow as there are only 2 squares of chocolate on the board to start the game with. If you clear any chocolate you won't get any the next move.

Candy Crush Saga Level 3253 Tips and video

Hints and tips showing how to pass level 3253 Candy Crush Saga without boosters by Cookie

Level 3253 is a straightforward jelly level with the board in two halves. The top half of the board is the "bottom" so once you can open the board up working in the top will bring candies down and create cascades.

The important thing to remember is to check the bottom half of the board as it's easy to be clearing the top and forget about checking for combos in the bottom.

The frog may be useful to clear any tricky jellies or get rid of chocolate, but it isn't as important as making combos and keeping the chocolate under control.
