You only have 18 moves to clear all the blockers and collect 24 licorice.
The only way you will be able to collect the orders is to get cascades going by working as close to the bottom as you can. Make wrapped candies wherever possible as these are always good for getting cascades going, especially if you can switch one with a colour bomb. But even on their own wrapped candies are very useful.
Keep a close eye on where the blockers are that you need as they can often be at opposite sides of the board when you are getting close to using up your moves, so try not to leave single blockers in separate parts of the board.

UPDATE There are now only 12 moves but the video below is completed in 12 moves although it starts with 18.

This is a tricky level as you need to allow the chocolate to grow and still make moves.
The first thing to do is collect at least 4 of the keys to unlock the chocolate machines, if you don't manage to do this with at least 25 moves left you may as well quit and start again as you won't get the chocolate you need.
The chocolate only grows by one square per move so you need more than 24 moves to grow enough but to really have a chance of passing this level you should aim to release the chocolate in the first 5 moves.
Once the chocolate starts to grow leave it alone as much as possible and make your moves near the top. A colour bomb/stripe combo will give you all the stripes you need so no need to keep making stripes, with luck this combo will also give you enough licorice too. 
If you get the colour bomb/stripe combo try to save it as long as possible, as long as you don't lose it to the chocolate, Keep count of how many chocolate squares you have and once you have what you need switch the combo and see what happens.
You need a lot of luck as well as planning for level 1953 as it can be quite hard to get the keys quickly enough.

Score 280,000 points in 35 moves. With lots of bombs on the board this score should be easily achievable, but there is the added Evil Spawner in the middle as well as the awkward shape of the board with many holes and bomb dispensers.
The sooner you can get rid of the Spawner the better, this will save you constantly having to unlock candies from the marmalade that it spawns.
Making matches in the bottom of the board will allow the bombs to drop out and makes it easier to clear them, but once the spawner begins to cover them with marmalade they will be stuck in place and harder to clear. 
Look at the top and bottom for stripes to hit the spawner with, it needs five hits to clear it so keep going until it is gone, then you can concentrate on getting as many bombs as possible to increase your score.
A colour bomb on a bomb gives the best score.
