You have 25 moves to collect the popcorn, 30 licorice and 15 chocolates.
The chocolate will come from the magic mixers at the bottom of the board so you will need to unlock them before you will get any chocolate, then you will have to wait for the chocolate to grow before you can collect it.
There are not many moves to spare so you can't afford to waste any. Look for stripes and wraps to unlock the magic mixers and grow the popcorn.
Once the mixers are unlocked they will start to spawn chocolate, which will grow with every move that you don't clear any, so keep an eye on how much you need and let it grow until you have enough as it's pretty easy to clear it.
You have to collect all the licorice on the board so the sooner you clear it the easier it will be to make special candies and combos.

You have 30 moves to collect 4 ingredients and complete level 2399 Candy Crush Saga.
Forget about the keys and work on clearing the cake bomb and blockers, the keys will be collected as you work on clearing.
The cake bomb will unlock the final ingredient so this also shouldn't cause a problem.
The mystery candies dropping from the dispenser on the right can be helpful if you are lucky and get good stuff from them, but they can also be a pain if you get blockers and chocolate.
Sideways stripes and stripe/wrap combos will do the work and you can use the conveyor to get them into position to hit where they are needed.
Look carefully at the board before every move and watch to see where the candies on the conveyor are going next so you can plan your moves.

You have to collect 4 ingredients in 30 moves to complete level 2398 Candy Crush Saga.
This is the first hard level of this episode, mainly because you have to move ingredients and that is one of the hardest things in the game to do.
Before you make a move at the start of the game check to see if you can move either of the ingredients to the side, if you can do this it will drop down onto the conveyor and that's half the job done with that one.
The easiest way to get the ingredients onto the conveyor if you are unable to switch them is to use colourbombs to remove the candies underneath them. 
Once you have the ingredients on the conveyor keep them there until they are over an exit, then you can get them out using stripe or simple matches.
Don't waste too many moves on the first 2 ingredients as you have another two as soon as the first ones are gone and the problems will be exactly the same, switching them over from the corner.
You need a fair amount of luck to complete level 2398 and you may lose a few lives, but it is possible without boosters as the video below shows.
If you have plenty of free switch hands to spare you can use them to move the ingredients.
