Hints and tips showing how to pass level 1651 Candy Crush Saga without boosters by Cookie
You have to collect 4 ingredients to pass level 1651 and it is important that you keep your eye on the moves.
If possible try to destroy the spawners on one side of the board and work that side all the time. This will keep the ingredients on the same side and prevent the board being completely covered by licorice.
 Work on clearing the blockers at the bottom too to let the ingredients out of the exits.
The licorice is going to cover the board pretty quickly but it will be easy to clear as you work near the bottom to collect the ingredients. 
The ingredients are pretty easy to collect but the one thing you need to watch out for is that they don't get stuck on top of the chocolate machine. For this reason you need to watch the moves as you play.
The ingredients fall down on move 16, 11 and 6 so those moves need to be made on the side of the board where you have, hopefully, cleared the spawners.

Spawners need to be addressed asap or reset. Liquorice will fall to fast if the spawners are not gone early. 3rd try.

As Bill mentioned, clear at least 1 side of spawners asap, then its pretty clear sailing as all the ingredients will venture down the same side.
No need to clear 2nd side spawners.

I think I'm done with CC. The enjoyable levels are few and far between any more. It's no fun to play just waiting on a lucky board. The point of the game is to use your brain and defeat the game. Using boosters because that's the on,y way to win and advance is boring.

I passed the last, supposedly hard level with my first try, but I can't get this one. On iPad I have only 20 moves instead of 28 like in the video. It's impossible to destroy the spawners, keep the chocolate under control, and bring the fruit down with 20 moves. It annoys me to no end that levels on iPad are always harder than on PC. It' so unfair.

Once again they've lopped off a bunch of moves in a cheap way to make a level more difficult for those who showed up later. Hard to want to move forward, anymore.

Thanks for the advice, it works. Concentrate on one side only, it was the left side for me. Once the two spawners are gone, the fruit fall quickly all on the same side. Yay ;););)

Pat here. Concentrated on one side to clear spawners and drop fruit. Was close with 2 fruit left so used extra 5 moves and one switch. Moving on!

So over CC.These levels are now just shit and frustrating waiting for so called lucky boards.A challenge is one thing but playing same board hundreds of time is just ridiculous.Fun all gone.

Videos used to be helpful way back in time. Now they're just not much point. Ms Cookie has 28 moves and a lot of others here only have 20.

I am following the tips but no luck, once again I will wait on a lucky board instead of enjoying a level that requires skill. Not wasting my saved boosters on this mess.

Two things...First, the video shows 28 moves while I only get 20! Secondly, the boards requiring luck are really getting tiresome and no fun. Guess I am stuck waiting for the lucky board...

Again, we get 20 moves and video gets 28. Not fair at all. Listed as a hard level with 28 moves. What do you think we can do with 20 moves. Frustrating. Will be on this a long time and miss a rptreasure chest. Ugh!

good tips, but they've switched it to 20 moves and it's much harder. i've come close using your advice, but if i had 8 more moves, i certainly would have had success.

Very hard level.
Concentrate on destroying the spawners.
Watch the score as it is hard to get.

I ticked colour ball and coconut wheel helpers. They don't always help much on this level though.
A colour ball and stripe combo helped to clear spawners early.
Then because my score was close, I used 2 lollipop hammers to clear the way for the cherries to fall down.

My advice: This is a level where if you get at all close, it is worth it to use boosters to get through.

Is this the level everyone gives up on? There are only TWENTY moves. I think this is impossible. There have been no posts since December so I can only imagine it is the final level for most of us

Absolutely stuck for days: Level 1651 is impossible, when they have not only cut the number of moves from 28 to 20, but it just seems to block up completely with licorice after just a few moves!! All they seem to do is keep changing the rules to make it so darn difficult and you now need about as much luck as winning the lottery to get a fairly decent board to pass which is proven by the video on the tips page...AND it has 28 moves. Good on you CC for spoiling the game and no wonder so many are quitting when you keep shafting us. It is total BS now and I am thinking I will be following all those who have left pretty darn soon :(

Got it first try, 6 moves left,3 stars. Started with a pink UFO, CB and coconut boosters. Used the CB on a single candy when the chocolate got close. Just keep making combos. When I have a UFO I start with whatever boosters I have, to keep the UFO chain going. With the boosters I start with plus the boosters from the UFO is how I keep getting the levels on the first try, even on the hard ones.

Good advice to ensure that there are isn't licorice between the coconut wheels. Fortunately I had saved up enough gold bars to play 5 extra moves and saved a UFO I always save them until I am absolutely desperate and I have made it, thought this level might be the one I had to give up on and actually spend some money!
