Hints and tips showing how to pass level 3428 Candy Crush Saga without boosters by Cookie
You have to collect fish from the floats to complete level 3428 and you don't have enough moves to collect them simply by hitting the floats with single stripes or wraps. The only way to get enough fish from the floats is to hit them with as many combos as you can make, as many times as you can.
First you will need to clear some of the spawners, work close to the bottom of the board and try to hit as many spawners as you can with each move. Concentrate on 3 or 4 spawners so they will be cleared quickly, these will give you lots of fish when they explode as well as hitting surrounding spawners. Once you have some space to work look for stripe/wrap combos or colourbomb combos to hit the remaining spawners as well as the floats. The more floats you can hit with a combo the more fish you will get and the better chance you will have of collecting enough.

As Cookie said, concentrate on clearing the spawners. When they explode, they will hit the surrounding floats which will send fish. Add also a check candy booster that will turn into a fish, which when matched, will become 3 fish. The check candy enabled me to complete it on the first go. I still need 3 fish with 3 moves to go. I was able to turn the check candy into a fish and match it to complete the order with 1 move to go.
Ditto what Cookie and Rick said - destroying the spawners will give you the majority of fish. I started with two CBs and made sure I had a wrap or two by the floats, so when I combined the two cbs, it generated s lot of fish, plus hits to the spawners.
I agree on the strategy, but the game now has 16 moves and there are 18 licorice locked blockers at the bottom. Plus my licorice was more annoying than the video shows.

I added all three boosters to the helmet and reset until the CBs were together with two wraps at the spawners. When I matched the CBs the middle spawners exploded and it ended with two wraps together which I matched. One more CB/wrap match and I finished it in three moves.

Far more complicated than the video as there are now locked blockers.
Fewer moves now and locked blockers but the same strategy works. Started with double CB combo and kept working on the spawners with each move.

This is impossible now. Tried with all booster combinations. It definetley needs to be fixed!! Its so unfair this game!! I will have to wait. :(
Impossible now with so few moves and more blockers. You don't even have a chance to clear any spawners before they start blocking more of the game board. Totally unfair.

Always 60-70 fish left! Even when I have taken out the middle spawners and maybe one or two more. Is this suppose to be like this??? And the liqurice destroy every chance of making a good move. Sick of this

NOT ENOUGH MOVES.
OK. I used the space dash with the CB next to a wrapped. That got me down to about 60 fish left to get after the first move. Finished with 4 moves left over.
I give up. I even had the full space dash with 3 extra moves and 2 CBs together to start. Still needed 27 fish at the end. I'm done.

Very fun level. Start with a CB and wrapped candy for a good start.
Nerf it ! If you look at the statistics you know it is too hard and very boring for a lot of people. 100+ tries 16 the best mostly around 70 so there is no FUN because you already know in a few moves you cannot make it

Haven't passed this level yet but I think the trick is to destroy the spawners, this releases a load of fish. Don't be fooled into using up all your moves trying to clear the blockers.

The closest I've come is still needing over 20 fish. I've even gone back and played lower levels to get CB/Stripe Wrap/3 Xtra moves.

Every time I fail this level I'm told at the top of the page that 20,--- people needed extra moves to pass this level.... this is crazy !! Actually what's really crazy is that recently i always seem to be buying 'extra' moves to pass levels when I give up on that 'lucky' board ever arriving. Perhaps King needs to question why all these people need extra moves... perhaps they have cut the moves back too much. Either that or perhaps this game just isn't for me anymore.
This game has become a total joke! Licorice takes over the whole lousy board! If the spawners explode you’re still left with over 30 fish needed! Also sick and tired of reduced moves!
