Hints and tips showing how to pass level 3584 Candy Crush Saga without boosters by Cookie
Level 3584 is an orders level, you need to collect 25 waffles, 7 licorice and 8 chocolate.
The licorice is on the board at the start of the game and you need to unlock it and collect it, no more will appear so all the locked licorice has to be collected.
There are some waffles on the board and the rest will drop down from the dispensers once you have unlocked the licorice below them.
The chocolate will be spawned by the chocolate spawners along the bottom of the board once the candies below them are unlocked.
First of all you need to unlock the keys and collect them and at the same time try to make stripes or combos to unlock the licorice so it can be collected. The chocolates will start to spawn as soon as there are candies free along the bottom for them to eat.
If you can hit any of the floats with your combos the fish will unlock the licorice so they can be very helpful, the fish will also target the chocolate once it starts to spawn.
Keep an eye on how many chocolates you need and remember that it will only grow by one square per move, so if you have less moves left than the chocolate you need you may as well quit and start again as you won't get enough.

Start with double color bomb and look for chances to make stripe/wrap combos. As Cookie says, keep an eye in the chocolate. It grows fast so hit it every chance you get.
Candy has 27 moves! We have 15! I'd like to see ANYONE do this in 15 moves, even with boosters! Impossible. Get serious King!!
I had 18 moves, used double colour bomb and a check mark. Hope this helps.

There is a problem with these games now in that they cannot be done without boosters. Those getting to play the new games on a Wednesday have boosters from space dash meaning they are completed usually on the first try giving more boosters for the next one and so on . King must see they are completed easily so reduce the number of moves so if you havent finished them on Wednesday you will need to get boosters.I would rather not have the boosters already on the board to make the games last longer instead of doing them all as soon as they are added.

Of all the ridiculous, unfair, and impossible levels in this game (and there are many!) this one takes the cake. I can't even get close enough to consider purchasing boosters to try and finish it off. 15 moves? What a joke. Been on it for a week and it's completely futile. Too many levels like this lately. Not fun, King. Design levels to be challenging and fun. Making them impossible is not fun.

This level is impossible and unfair. I’ve spent money before on boosters because I couldn’t pass a level without them but I’m never doing that again. Guess I won’t be playing this game anymore what a bummer!
Started with double CBs, got it first try with the help of a lucky board. It's a shame that on most levels now, Cookie starts out by saying the level is impossible without boosters. And then King rubs salt in our wounds by reducing the number of moves to boot.

As others have posted before, the levels are increasingly difficult Not interestingly challenging. Just time wasting and money wasting. I’ve got to this level which is no mean feat but I’m just about done with CC. This level takes the biscuit. Horrible

15 moves is impossible. Have been stuck for 2 weeks...used up all my boosters. Not even fun..seems every couple of levels are like this. Used to be fun. Now I play different games. Pop in to give this a try and check out just as quickly. No fun any more.
Can't even pass with boosters. Colors change after I make moves. Totally a scam. No more for me.
First of all, level 3582 was impossible without help, so thanks....and now, this level....here we go again.....15 moves make this very difficult, as others have said....it is one thing to use strategy to configure matches for your benefit, however, there is no room on this board to strategize that effort...it is all based on the luck of the fall...if things don't line up quickly, you're doomed....how long will we have to wait for that lucky board again????

I use to spend real cash money on Candy Crush. I have not, WILL NOT, since King started these bullshit, ever changing levels. As usual, I have used up all my boosters on this level so now need to only work on Sugar Drops for days to get my stash back up. I have never seen the elusive Space Dash so that premium thing a lot of you get is out of the question. I actually messaged King about why all players don't get the Space Dash and they replied with some baloney about "testing". Right. Seems to me it's been around long enough now they should be out of the "testing" phase. I really have better things to do with my life than waste it on CC. It's frustrating and just pisses me off now so why bother playing. Gotta find a new game to relax with.
It’s not 27 moves any more, it’s 15 I’m sick to death of CC lowering the moves on the levels to make it absolutely impossible to finish without boosters. I used to enjoy CC but now I’ve just about had enough ��������. It’s so disappointing when people are loyal and keep coming back to play the game and this is what happens to them, it’s like a slap in the face. SORT IT OUT KING OR YOU WILL LOSE PLAYERS!!

Okay, so now I did something really stupid due to desperation and irritation.....I actually had 24 lollipops in my arsenal and I just used 23 of them to try and win this stupid level, but no matter how I tried to get 1 more chocolate, it wouldn't show up and I lost....now I have 1 lollipop and nothing else....I am doomed for failure again....I am now so pissed that I refuse to play anymore....this is beyond ridiculous!!!!

This may well be the one that decides if I play anymore..Impossible without extra boosters and I only buy piggy bank gold not wasting anymore money trying to pass a level which is impossible without boosters.
So I’ve been playing this level on my iPad for three days, used all my boosters, can’t beat it! So I tried it on my iPhone and I got it on the second try. I had boosters left on my phone and was able to finish it with moves to spare using two hammers at the end to get the last two chocolate. This is a terrible level! And needs to be fixed, 15 moves is Ludacris!

Done! This game has gotten ridiculous and they will keep making these levels as long as players pay! They have made a bundle of money off people and will continue to make it. Not from me! Never paid, never will!

The video has 27 moves, there are only 15. How the hell are you supposed to complete all the tasks in 15 moves? Yet again i come on here to find out how the hell anyone could have completed the level and yet again the page is out of date and no help whatsoever. All the people at the top of the board are laughing. 27 moves they probably did it first go. So why the prejudice against people arriving at the level later who are clearly going to have to use up lots of boosters? What a joke GRRRRRRRRRRRRRRRR

Try this.Play level 1 four times.You have 3 extra moves.Then add all three boosters..reset to get two balls together.Worked first time for me

That was a killer level before you changed the moves from 15 to 25. We have enough stress in our lives...we don't want it from our obsession....Candy Crush. All levels are possible. This one was pretty straightforward, first time, no boosters. Yes, some of us still don't have space dash etc. and we are still here.

Last night when I was opening Candy Crush to play level 3580, we had a small power outage. When I rebooted my computer and opened the game, all my boosters were gone, including a UFO I got for winning Popsicle Island. My identity as Honey was gone and I was placed in a different group of people. So now I am up to this level and about to try it, with just the few boosters I have managed to get so far.Total bummer.
