Level 4381 Candy Crush Saga is  a dual task level, you have to collect 60 waffles and clear all the jelly to complete the level.

In order to get enough waffles dropping onto the board to complete the orders you need to get the space under the dispensers at the top of the board cleared so that more can drop out. You only get one waffle dropping out per move once there is space for them to drop so you need to get them dropping fairly early in the game to get enough. Remember that each waffle that drops will give only 3 waffles towards the final count when they are cleared so you need at least 14 more waffles to drop.

The best way to clear level 4381 is to make colourbomb combos, double colourbomb combos are the best and are not too hard to make but you need to get making them early in the game. Stripe/wrap combos will help clear the jelly in the bottom part of the board and it is best to try to clear this jelly early in the game so it doesn't get covered by licorice and waffles as they start to drop.

There are a couple of tricky jellies at the top of the board but your combos will clear these as you collect the waffles.
