Hints and tips showing how to pass level 4461 Candy Crush Saga without boosters by Cookie
Level 4461 Candy Crush Saga is an ingredients level, you have to collect 9 cherries to complete the level.
You need to collect the keys to unlock the cherries and some are locked in licorice. The best way to complete this level is to try to make colourbomb combos.
To begin with it can be hard to make good moves, but if you look carefully at the board and work out how the candies drop at the top it is possible to make combos fairly quickly. You may get a shuffle or two at the start, but this can be helpful.
Colourbomb/stripe of colourbomb/wrap combos will do the most damage and collect the most keys and cherries. It isn't easy to make the combos as there are 5 colours on the board but it gets easier as the board begins to be unlocked.
There are plenty of exits so it doesn't matter if you have to move the cherries over.

The reason you've maybe not got no new levels is because the game needs to be updated in your play store.
Struggled with this one then added the coconut wheel, done! Like the above stated, you either have to update in the play store or I've had to uninstall then reinstall on my Nook, but you risk loosing all your boosters but you get more "land".
If you are playing on a mobile device two new levels are released every Wednesday.

PFL! Will try coconut wheel next time. Just looking at the board it kind of seems like that might be the way to go, and one of the earlier comments said that's the way to go!
