Level 5281 Candy Crush Saga is an ingredients level, you have to collect all the cherries to complete the level and all you need to do to collect the cherries is to clear the blockers from below them.

The fishing floats are the secret to passing level 5281, you will struggle to clear the blockers without using them. To get the most fish you need to make wrapped candies more than anything else. Switch wraps with any other special candy to hit the floats as many times as possible with combos. Stripes alone won't be enough, even if you switch a stripe with a colourbomb you are unlikely to clear enough blockers to collect the cherries. 

A double wrap combo beside the floats will give lots of fish and also a stripe/wrap combo hitting all the floats will give even more fish. If you get a colourbomb try to switch it with a wrap or another colourbomb, both these combos will give many more fish than switching with a stripe. The fish will always target the blockers unless they have all been hit in the same move, any spare fish won't hit a blocker for a second time.
