Hints and tips showing how to pass level 7164 Candy Crush Saga without boosters by Cookie 

Tips and walkthrough video for this level. Even experts sometimes need help! I will post videos for every level and write tips where I think they are needed but otherwise please feel free to give your tips in the comments.

Tips: Level 7164 is an orders level, you have to collect waffles, destroy the spawners and grow and use the frog three times to complete the level.
You have to uncover the frog from the chocolate before you can grow it and at first you can use it to help destroy the spawners. Once the spawners are cleared you can use the frog to clear the thickest of the waffles as the frog will collect all layers at the same time if you sit it on top of them.
