Level 3974 Candy Crush Saga is classified as a nightmarishly hard level so you are likely to lose some lives before you manage to pass it. This is an order level, you have to clear the two cakes and open the three licorice shells to complete the level.
The first job is to clear the first cake at the top, this will remove all the licorice locks on the rest of the board. Once this is done you can work your way through the licorice and down to the cake and the licorice shells in the bottom left of the board. Wrapped candies are the best candies for removing licorice and also for opening the licorice shells. If you can switch a wrapped candy with a second wrap or with a colourbomb you can do a lot of damage to the licorice and the shells. You will likely have to open the shells before you can clear the second cake as the shells are blocking your combos until they are opened.
If you play carefully you may be able to get two of the colourbombs from the licorice shells together so you can switch them to clear a lot of cake sections as well as helping to open the third licorice shell.
To begin with it may seem that there are plenty of moves, but the licorice makes it very hard to do very much with each move, so the moves will disappear quickly as you play if you are not very careful. Take your time and check the whole board carefully before every move so you don't miss any chances to make the special candies and combos you need to complete the level.
