Level 4499 Candy Crush Saga is classified as a super hard level so you are likely to lose some lives before you manage to pass it. This is a dual task level, you have to collect toffee squares and clear all the jelly to complete the level. The toffees are all on the board at the start of the level and everything has to be cleared to complete the level.
There are things to help you on the board, strip dispensers along the top will give you some stipes and the fishing floats will give you jelly fish when you hit them with special candies and combos. The fish will always target squares containing jellies even if there is toffee covering it, so they will help to clear the toffees as well as the jellies.
Stripe/wrap combos are the best combos for getting jelly fish as well as clearing the toffee and jelly, every stripe/wrap combo will give you loads of fish as every float will give three fish every time it is hit with a combo and there are a lot of floats so that means a lot of fish. For this reason look for chances to make wrapped candies every chance you get so they can be switched with the stripes dropping from the top of the board. Hitting the floats with a single stripe will only give one fish so not as helpful.
Treat this as a normal jelly level since there is jelly under all the toffee squares so the toffees have to be clead to get to the jelly underneath. Take your time, there is no time limit and nothing will happen while you are thinking about your next move.
