Level 3963 Candy Crush Saga is a multi task level, you have to collect cream blockers and licorice as well as clear the jelly to complete the level. There is jelly over the whole board so everything has to be cleared to complete the level. There is a chocolate spawner in the middle of the board and you will need to keep the chocolate under control, but it shouldn't be too much of a problem as long as you make special candies and combos.
The biggest problem can be the licorice dropping from the top of the board, although you need licorice to complete the orders, it will also block some of your moves if too much gets on the board at once.
First make the best moves you can on the restricted board to open up the playing area a little. Try not to use up too many moves doing this as there are not many to spare. Once you have a bit more space to play you need to begin looking for chances to make stripes and wraps and colourbombs. These special candies are the only way to unlock the locked licorice. Wrapped candies are best for clearing blockers and licorice and if you can switch a wrapped candy with a colourbomb you will be a long way towards clearing the board.
Work as close to the bottom of the board as you can, this will create cascades which will help to collect the orders and clear the jelly without using up your moves to quickly. Take your time, there is no time limit and any chocolate on the board will not spread while you are thinking about your next move. Look carefully at the whole board before every move so you don't miss any chances to make the special candies and combos you will need to complete level 3963.
